Proposed Renovation of Second Floor of the Town Hall

At its June 5, 2017 meeting, the Council discussed a concept plan, submitted by Lou Balodemas of Balodemas Architects, to renovate the second floor of the Town Hall. The Council has been discussing a possible renovation of this space since January, and this year’s budget allocated funds for this purpose. The Town Hall holds quite a bit of history for Somerset, but the second floor of the building has been neglected for more than 20 years, and is not usable for public or Council use. The second floor is not heated or air conditioned, and recently pipes on the second floor burst because of the lack of temperature control. This has created maintenance issues for the first floor. In addition, there is some concern that the second floor is at risk of collapsing, as the beams and floor may not be strong enough to hold the many Town files stored there.
The Balodemas Architects’ concept plan for the second floor includes a renovated staircase, new windows, power and lighting upgrades, an HVAC system, fire alarm system, carpet, insulation, renovated bathroom, creation of a file room, as well as a new meeting room for Council, committees, or residents. The total recommended bid for the second floor project is $242,726. In addition, some exterior maintenance work is necessary to make the building weather tight, including painting, caulking and replacement of some of the wood siding. The extent and cost of this work is not known yet. At the July Council meeting, Lou Balodemas will present his recommendations concerning the exterior of the Town Hall.
